There were as many as 200 pension plans that became more secure for as many as 1.5 million people in the short term with many more overall.
Every Republican voted against the Covid-19 relief measure with a major objection being to the pension legislation claiming it was an expensive gift from Democratic leaders to labor allies.
There had been a decade long struggle to reach a bipartisan agreement that would prevent 1.5 million retirees from losing their pensions, but with Republicans holding that up, the Democrats had to go it alone using budget reconciliation to avoid a filibuster and allocate $80+ billion of the $1.9 trillion American Rescue Plan Act to preserve the pensions.
During those ten years, Democrats, who were usually in the minority, favored more taxpayer funds and less sacrifice from workers or retirees while Republicans, seeing these as “union plans seeking a bailout”, wanted benefit cuts and higher premiums two losing propositions for workers. In 2014 the Obama Administration refused to implement the Republican law because the proposed benefit cuts were just too much to ask workers to accept.

When the American Rescue Package came up for a vote, it passed the U.S. House and Senate on strictly partisan lines with no Republican voting for it in the Senate or initially in the House.
