Based on the review of the available evidence, video footage, recorded telephone calls, and Bristol County Sheriff Office witness interviews, the nine month’s long investigation by the Massachusetts Attorney General’s Office produced a report concluding that the Bristol County Sheriff’s Office headed by Thomas Hodgson who establishes the practices and procedures for those who work under him and who follow his lead, “violated the civil rights of the ICE detainees” at the Carlos Carreiro Immigration Center at the Bristol County House of Correction in Dartmouth, Massachusetts, “by applying constitutionally excessive force on them and by acting with deliberate indifference to a substantial risk of serious harm to the detainees’ health and safety” when quelling what the sheriff claimed had been the sole responsibility of some radicals in the center .
In his dealings with these ICE detainees, evidence showed a disproportionate and excessive use of force that violated at least some of the detainees’ rights under the Fourteenth Amendment and the Massachusetts Declaration of Rights.
When it came to the preventable “disturbance” at his ICE detention center on May 1, 2020, under his direction those he commands applied a deliberate and intentionally ramped up amount of force which violated the detainees’ civil rights when the sheriff employed “objectively unreasonable force such as flash bang grenade, pepper-ball launchers, and canines while disregarding several provisions of its own policies and procedures to protect the detainees and the BCSO officers during emergency situations”, the most obvious violation of his own policies being the sheriff’s ignoring his own policy’s total ban on the use of canines for the force, control, or intimidation of immigration detainees, especially as some dogs were unmuzzled and capable of biting detainees.
There is no question that the disruptive and destructive conduct by the detainees, including throwing plastic chairs at staff, posed a serious security threat when the sheriff deployed his staff to subdue the allegedly riotous detainees, but the sheriff’s attack on the detention center “bore little relationship to the threat demonstrated by the detainees in the hour before its execution when detainees appeared generally calm and nonviolent” when after an earlier disagreement both sides went to their corners.
Salivating at the opportunity to play John Wayne, he has his persona to protect, Hodgson took no steps to determine during that intervening hour if force or any amount of it was even necessary. During that hour he made his plans for the forceful attack on the ICE facility based on inaccurate and misleading information about the threat-level on the unit to the SWAT and K9 officers that he received from Superintendent Steve Souza, and not from personal assessment.
The attack was based partly on the false assertions without observation that “many or all of the detainees had make-shift weapons, such as shivs or shanks, and that all twenty-five detainees participated in the initial destructive conduct”, when only a subset of detainees had participated then, and the false assertion without observation that the detainees were continuing to actively destroy property.
However, during the investigation “no information was provided to these officers (the sheriff’s corrections staff) that reflected the reduced security risk evident from the evidence”. Accurately conveyed reality “could have been factored into the calculated use of force plan and communicated to the SRT and K9 officers before they made entry, which likely would have reduced, or altogether eliminated, the force needed to gain compliance of the unit.”
The attack and the force used was not necessary for the alleged purpose to which it was applied, but it was the demonstration of machismo that this sheriff wanted in order to denigrate his detainees to appear as a faux-super hero figure once again saving those who believe in him while bolstering his tough guy image.

If he has to so openly violate his own policies to accomplish his ends, it is plain to everyone, especially to the sheriff himself, that what he is doing is wrong, but tacitly permitted if no one looks.

Here’s what comes to my mind when I consider the reports on him, the law suits filed against him, his radio and print interviews, the letters the sheriff writes to the editor, and any number of his magical appearances whenever news camera shows up, and see that, in spite of his blatant animosity to the people evident in his depiction of them as societal vermin while he cozied up to the Trump White House turning in churches for following their doctrine on treating the refugee and foreigner whose rounding up, in his mind anyway, shows how he truly is American, he is still allowed to partake in a system that brings these people to him for the treatment he deems the people he looks down on deserve.
If you obviously do not like people, the chance of your treating them fairly from the get-go gets gone.
And face it, with his physical appearance and posture when he stands at a podium in his self-designed uniform to praise largely himself regardless of the actual recipient of the praise, or striving mightily to give the impression that he has performed for the safety of the people of the county beyond what a lesser man would do, he is only doing what of his real job he chooses to perform as the sheriff of all the people in the county in spite of the bluster.
He who does not have to go out to get those who he can dominate under the mantle of the law to exorcise his demons, sits back and lets others bring to him those he can abuse mentally and to a degree physically and by threat of deportation bring into submission.
To put it simply, by action, word, and deed the sheriff has shown his animosity to those who come through his detention center, and with the same he has shown how that attitude translates into harmful and unconstitutional action. He benefits at their expense, and not only does he deny them a safe word, he prevents them from getting one as he does not employ translators in his ICE detention center.
Time to take away this man’s toy room.
The ICE detention center needs to go and this bigoted blight needs to be a removed from the county.
The sheriff needs to be the sheriff we elected him to be, not a John Wayne stand-in with a penchant for masochistic treatment of people who came here for a better life.
