After Hurricane Maria slammed into Puerto Rico in October 2017 killing at least 3,000 people, we learned a couple of things. We learned that President Trump was unaware that Puerto Ricans are American citizens; islands are islands because they are surrounded by water; Puerto Rico is in the middle of the Atlantic Ocean; Trump can identify the Puerto Ricans in a NYC crowd; and the most helpful tool for the clean-up was paper towels tossed at Puerto Ricans like bread tossed at Central Park pigeons.

But he was reluctant to get real aid to them

The Department of Housing and Urban Development should have started disbursing $9.7 billion in aid to Puerto Rico in September as part of a congressional allocation to deal with the disaster and strengthen natural disaster readiness, but HUD has released about $1.5 billion of those funds. A senior HUD official has said that the remainder of the relief cash won’t be released anytime soon, and did not give a timeline for when the aid will be released

When Texas and Florida were hit by natural disasters during that same time period, Trump pledged aid to both states, and they got it quickly. No tossing paper towels there.

After the recent magnitude 6.4 earthquake shook Puerto Rico with several major aftershocks following, the destruction of homes, and two-thirds of the island losing power, the Trump administration refused to release all available disaster because of Trump’s concerns about “corruption” and “financial mismanagement” on the island.

I suppose one undeniable truth to support the charge of corruption is that Puerto Rico’ president has been impeached.

As he had, for his own purposes, held up aid to the Ukraine that had been approved by congress, and because he does not understand that he cannot pick and choose how Congress, which has the power of the purse decides in the majority when those purse strings are loosened, he is doing the same here, and it is illegal.

HUD cannot withhold funds that have been approved by Congress.

Although Senate Minority Leader Chuck Schumer sent a letter earlier this week to HUD Secretary Ben Carson demanding the outstanding $8.3 billion be released to Puerto Rico immediately, Carson had yet to respond.  

In the letter Schumer insisted,

“As opposed to erecting hurdles to recovery, the administration should be clearing a path, righting past wrongs and delivering the support our fellow American citizens so clearly need.”

Trump is a rich guy from New York City who grew up in the years when Puerto Ricans began their great migration there. He probably still resents that Tony fell in love with Maria and that Chino killed him.

His motivations towards them as their president is questionable.
